"Navy Reserve Capt. Steven M. Talson has been nominated for appointment to the grade of rear admiral (lower half).  Talson is currently serving as senior attorney, Navy Reserve Region Mid-Atlantic, Norfolk, Va."

Rear Admiral (Lower Half) ( Select) Steven M. Talson, JAGC, USN (RC)

Rear Admiral (Lower Half) (Select) Talson graduated from the University of California at Berkeley with an A.B. in Russian Studies in 1976. Following graduation, he served a Congressional internship in Washington, DC. In July 1979, he was commissioned as an Ensign in the JAGC Student Program while attending the University of Maryland School of Law, from which he received his Juris Doctor degree in May, 1980. He was admitted to the Maryland Bar in October, 1980.

Following completion of Officer Indoctrination School and Naval Justice School at NETC Newport, Rhode Island, in 1980, RDML(S) Talson reported to the Navy Legal Service Office (NLSO) San Francisco. While stationed at NLSO San Francisco, he served as Defense Counsel, Trial Counsel and Head of the Command Services Department. In 1983, he reported to NLSO Naples, Italy, where he served as Senior Defense Counsel, Senior Trial Counsel and Head of Claims and Foreign Criminal Jurisdiction. In 1985, he assumed duties as Staff Judge Advocate for NSA Naples, Italy. In 1986, he reported to the Naval Military Personnel Command in Arlington, VA, where he served as Assistant Legal Counsel to the Chief of Naval Personnel until leaving active duty in September 1987.

RDML(S) Talson re-affiliated with the Naval Reserve following his release from active duty in 1987, and was assigned to NMPC 06 Det. 106 from 1987-89. Thereafter, he served in a number of units, including PERSMOBTEAM 906, CIVLAWSUPACT 106, CIVLAWSUPACT 206 and CINCLANTFLT Det. 206 and as the Deputy Senior Attorney and Environmental Law Counsel with CINCLANTFLT Det. 206 from 1995-1998.

Command assignments include command of LSO Norfolk Det. 306, VTU Law 0603, CIVLAWSUPACT 206, and NPC 06 Det. 106.  RDML(S) Talson also served as Staff Judge Advocate for Readiness Command Mid-Atlantic from 2004-2007. He is currently assigned as Senior Attorney, Commander Navy Region Mid-Atlantic in Norfolk, Virginia.

He is authorized to wear the Meritorious Service Medal with two gold stars, the Navy and Marine Corps Commendation Medal with two gold stars, the Navy and Marine Corps Achievement Medal with one gold star, and various unit, service, and campaign awards.

In civilian practice, RDML(S) Talson is a Senior Trial Counsel with the U.S. Department of Justice, Civil Division, in Washington, D.C., where he specializes in federal environmental tort litigation, including federal appellate practice
